Typically everything east of the HRE is eastern tech, with the exception of Scandinavia (including Finland), who is arguably considered north of the HRE, not east of the HRE. As Croatia (and Hungary) is east of the HRE, it's eastern tech.

The Knights are Western, Corfu and Naxos are Eastern.

Personally I think Croatia, Ragusa, Silesia and Bohemia should have Western tech but maybe it's just me
