Because:
1. You have to select if the mission is a specific province or an area type mission.
2. 24hours later when the retreating enemy tanks reach the next province the bombers must be given a entire new order.

nobody would FORCE player to pick a province to bomb and the default could be always 'bomb area'.
computer does not and cannot know which unit i want to bomb, starting from second retreating unit in different province of the same area.
usually, making comp smarter would make him bomb the retreating unit, but here we have 2 retreating units, and both are in diff provinces of the same area.
this is especially correct for CAS, as they were supposed to work with ground forces, and if player is attacking many provinces at the same time, cas'es cant know where to strike.
