Out of curiosity, I heard in past patches that becoming Russia as Transmur was bugged. It was stated that Kolchak was replaced with the Pat Aut leader of regular Russia and that Russia's Focus Tree kept the same decisions it took prior to Kolchak's takeover. Did the devs ever fix this?

That still happens if Russia has taken any of the Governmental decision and any other decisions taken by Russia also stay. The only way to keep Kolchak in power is to hope that Russia doesn't take any government decisions and that you don't take them afterwards.

Rebuilding Russia

News from across Atlantic reached Petrograd. The 2nd American Civil War had come to an end after years of fighting. The United States of America was no longer as the victors of the civil war came from the Combined Syndicalist of America. What could this mean for the Americas? What are the plans of CSA? I guess we will soon find out.

There was still one civil war raging. The Civil War of Spain. Many would have thought that Spain wouldn't be any interest to Kolchak or the New Russia but in order for Russia to survive in this hostile world it would need allies in Europe, and Spain could be one of those allies if the right side would be in debt to Kolchak and Russia. Thus any material that could be spared was sent to Spain along with some experts in various fields.

Now that Alash Orda was once again part of Russia, we would have to integrate them back too since the incompetent Alash government had mostly ruined the economy of the region. Rebuilding Russia wasn't going to be done overnight.

Even after the defeat of Don Cossacks at the hands of Russian Empire, there were still some who dreamed of independent Don Kuban. But they were few in number and even they realized that it was better to surrender to benevolent Kolchak and become part of Russia than to die for nothing.

White Ruthenia. Land that had once been part of Russia had now been part of German run Europe for several years and the German influence could be seen everywhere, in the people, the architecture and economy. The liberal side of the Duma and the Senate called for the liberation of White Ruthenia as a buffer state while nationalist and conservative wanted White Ruthenia to be part of Russia once and for all. The decision was simple, White Ruthenia just like Alash Orda and Don Kuban, was to become part of Russia again.

Now that Kolchak was in power, it was time to dictate the course of Russian foreign policy. There were still many former Russian states under foreign occupation and their faith would be soon sealed before Germany could get their hands on them.

Even though Aleksandr Kolchak was the Supreme Ruler of All Russias the former Tsar Dmitri II Romanov had still been
allowed to keep his title as Tsar of Russia while Kolchak held the real power. But even Kolchak was growing old, he was already 67 years old and knew that even now that he had unified Russia once and for all he would still have to unify the ruling elements of the new and old. Kolchak was lenient to those who had served the false Russian Empire after the civil war and he had taken some of his former friends turned enemies into his government in order to secure power both politically and militarily, all in efforts to avoid any coups and rebellions.

But on August 9th, 1941 Dmitri II Romanov died of tuberculosis without living an adult heir to the throne. His son Pavel was only 12 years old and since Dmitri had taken power after the death of Kiril Romanov, instead of Kirils legitimate son Vladimir, there was a chance that this pretender would try to stir trouble in Russia. Kolchak not wanting to face another civil war heeded the advice of his close advisors and his new ally Wrangel, to crown Pavel as the Tsar of Russia with Kolchak acting as the regent.

Even though most of the Senate and Duma supported crowing Pavel as the next Tsar they still weren't happy that Kolchak would hold so much power, alone at such an old age. So there was a debate on who should lead the Committee of Ministers and be the Regent of Russia. Some suggested that the Patriarch of the Orthodox Church should act as Regent, some said that Denikin was the right man to act as Regent. But all this would mean that power would slip from Kolchak. So a new motion was set forth by Kolchak, Wrangel and several other prominent members of the Kolchak administration, a motion to create a Regency Council out of leading members of the government with Kolchak at the helm of course. The motion passed by Senate and Duma and the Regency Council was created.

Mm, so a degree of political dissension - wel one should not be surprised.
 
New Policies of Russia

To appease some of the more conservative sides of the Senate and Dumas, Kolchak decided to accept the proposed "Union of the perpetuation of the legacy of Nicholas II" by Pyotr Bark and Vladimir Kokovtsov.

Some of the senators had the balls to ask for more money from the government in exchange for some mansion that had been neglected for years now. In Kolchak's Russia, the rich wouldn't get richer without work.

The same senators later decided to propose the return of Elite Gymnasiums for the children of the rich. But Kolchak had a vision for a well-educated Russia, where everyone would have the right to basic education. Not just those who could afford it but also the poor who previously had no chance for education.

Sounds like he is negotiating the "fun and games" of remarkably ordinary domestic politics.
 
The New Cabinet of Ministers


Under Kolchak and the Regency Council he led were another Cabinet of Ministers to make sure that the Regency Council, that mostly consisted of military staff, wouldn't look like a Military Junta.

Count Alexei Alexeyevich Ignatiev son of Count Alexei Pavlovich Ignatiev was as the new Foreign Minister of Russian State. He had previously served in several diplomatic positions all over Europe under the previous governments and his knowledge of foreign diplomacy made him the perfect choice.

Wife of Baron Alexander Arkadievich Dykhoff and the lover of Boris Savinkov, Emma Derental had been an essential tool in fighting against the Bolsheviks. She was well known in the political circles of Russia and she had access to almost every political party in Russia.

Kolchak's New Military Cabinet

The command of General Staff of the Russian Defence Force was given to the Sergei Markov a hero of the 1st Civil War. Markov had fought under Denikin during the 1st Civil War and after that had proven himself as a speaker for modern armoured warfare.

Another hero of the 1st Civil War was appointed as the Head of Russian Armed Forces. Pyotr Krasnov was a former Ataman of the Don Cossack Host and he had been an essential part of ousting the Reds in the South.

For the Chief of Airforce young Anton Tourkoul was suggested by Baron Wrangel. Yet another hero of the 1st Civil War.

The success of German U-boats in the first world war had left a lasting impression in Kolchak and he wanted someone with knowledge of Submarines to work as the Chief of Navy. And Thus Ivan Fyodorovich Bostrem was chosen.​
 
Can they help take the New Russia into the future?

Profits

Northern Caucasus had been under military control for some time now. The military was, of course, needed elsewhere and civilians wouldn't be too happy if those giving orders were from the military. So Kolchak and the Council decided that Russian civilian administrations were needed for the region in order to avoid remaining rebellious Cossacks from taking power.

Orthodox Christianity had been part of Russia for centuries and was the major religion in Eastern Europe, we now had a chance to lead by example when it came to religious matters. There were a group called "Faith and Nation" training paramilitaries in order to establish some sort of United Brotherhood of Orthodox Nations. Even though this could work for the benefit of restoring the Russian State to it's true glory, there was a risk in giving money to religious fanatics, so instead of supporting this paramilitary group The Regency Council decided to channel money for peaceful groups in Russia.

Legation Cities in the Chinese coast had served as centres of foreign trade ever since November 1926, providing money and control of the Asian trade to the world powers. Now as the leader of Russia it was Kolchak's turn to establish trade relations to Asia trough these cities.

With the new profits coming from Asia it was time to prepare our industry for recovery and for war. We were still surrounded by hostile nations that would probably have their eyes set on fertile Russian soil soon enough now that we were once again unified.

Premature Declarations


The German forces had managed to land in Southern England and on October 29th, 1941 the German flag was flown from the Big Ben. This would surely mark the end of Union of Britain.

On December 17th, 1941 the war came to an end when the Union of Britain officially capitulated to the German Empire. Treaty of Leeds was signed dividing the British Isles in two with Scotland and northern England controlled by Canada and South under German control. Similiar partitions were seen in France and Italy.

Now it was clear that in order to survive Russia had to expand and thus the official foreign policy of Russian State was set on expansion.

In December 19, 1941 the Carlist Kingdom of Spain was formed in the Northern parts of Iberian peninsula after the defeat of the syndicalist. But the Carlist was bit too eager to declare the war over even though the legitimate King still ruled from Madrid and controlled all of the south.

Kaiser ceases contact



Now that German Empire had defeated its enemies and secured most of Europe they decided to threaten us when we announced that Caucasus region belongs to Russia. But Kolchak wasn't going to give in to the German Kaiser and his petty threats.

It seems that the Kaiser was not willing to risk war against Russia now that Entente was in Europe but instead they decided to seize all contact with us. This would have drastic effects on our industrial sector since many Germans were leaving Russia. But Kolchak was sure that once Caucasus was ours we would manage on our own.

Georgia was ruled Lavrentiy Beria, who was one of the final socialistic rulers left in the world. Kolchak issued an ultimatum to Georgia, either submit peacefully or face the full force of Russian armies. Beria was foolish enough to resist the ultimatum and Kolchak was forced to march to Georgia.

While our armies marched towards Georgia another plan was drafted to retake the Baku Oil Fields that had been lost. Tired of negotiations Kolchak decided that war will solve this and Denikin was sent to lead the charge to Azerbaijan.

The two major factions in Europe were German-led Mitteleuropa and Canadian led Entente.
