Criminally Insane Inmates can be marked as Federal Witnesses.

During the "Federal Witness Court Date" event, there is a chance that criminally insane inmates can be federal witnesses, allowing them to be targeted by other criminally insane inmates. Because of their insane status, they cannot be moved to protective custody. The attached inmate would later die from his fellow insane inmates ganging up on him.

Why in the hell would a criminally insane person be considered a reliable witness? Even if they themselves were the victim of the crime the fact that they are locked away for being insane would make them a terrible witness that the prosecutor would likely not want to take the stand because of how much shade the defense attorney could throw at them.

If you have any more I would recommend either building a padded cell in the PC wing and building an airlock that only PC's can go through to keep everyone else out or permanent lock down/solitary for their safety until this is fixed to either allow PC or take away the possibility of them being a federal witness taken away.

I did have one more. In a prison of about 500 prisoners and 35 padded cells, 2 of the federal witnesses were insane.

Key word is did. He's dead now too, and the event is passed anyway. Unfortunately, I don't have much way of making a padded cell in my PC wing as it stands right now without also accommodating the needs of the insane prisoners.

As you said, they shouldn't even be possibly considered federal witnesses at all. That's why I reported this as a bug.
