After reading the crime events, I am want to make sure I understand the crime thresholds for various actions. Am I reading these files correctly?

1) Crime buildings and criminal undergrounds do not appear until crime is 10+ over the value of crime suppression provided by enforcers/telepaths.

2) Branch offices from criminal megacorps cannot be shut down until crime is 0 (including the extra crime the branch office generates).

I'm asking, because if I am reading the events right, if crime is hovering at around 5-8, you end up in a weird twilight zone with criminal branch offices. They won't close, but there's not enough crime to fire criminal undergrounds.

Am I correct? It might make a difference on when I attack a mega corp in my current game.
