before this achievement i had city of 170000 pop. and 12000000 of money. now i have pop of 2500 and -2000000. i did this by increasing all taxes to 29%, swiching off all police stations, cut budgeting to minimum on water electricity school transport hospital rubish...on everything, on policies tick on no pets and no smoking, raised taxes on lowhi rezidence comercial office. with this configuration i had 64% crime rate. problem with this u have to hold 50%crime rate for 5 weeks, many times my populations got wiped out before reaching 5 weeks, or on last week due to low population (<1500) crime rate decreases below 50%mark and fail. u got to balance crime rate before wipeout, keep it about 58%, what i did was some times i enabled water supply and power for very short durations. hope this helps

So, it's posssibille to do this without wrecking your city - heck my city is growing as I speak with high crime rates.

1. Have Eden Project Monument (Increases land value - keeps population stable while having high crime rate)
2. No police active (25% crime rate)
3. smoking ban and pet ban (~30% crime rate)
4. No Education or parks (lowers land value, causing unhappiness and the uneducated commit crimes (35-45% crime)
5. Turn off Fire Stations (let the arsons do the rest (45-55% crime)
6. Taxes - I have them all set at 11% so that businesses work (balance carefully here)

If you follow these steps, you'll be able to work towards the steam achievement for 40% crime rate or 2 years as well (once you get 50% or 3 weeks just turn on some fire stations and adjust tax a bit and you'll be good to go)

i started a new city with the unlimited money mod. grew the city normally with industrial commercial and residential zones all mixed together so that there was pollution and low health
gave the city health , fire and garbage services but no parks schools or obviously police. at around a popultion of 7500 my crime rate was around 35% after which i reduced the budget of fire services to 50% and shut down all hospitals. this made the crime rate jump to 52 % and stayed more than long enough to get the acheivement. this approach made sure the people did not leave the city as shutting down all services like some people suggested made the city go bankrupt and empty before the crime rate reached that stage

I've tried this a few times and I will try again with these tips, but it shouldn't be this difficult to unlock a building. Doing something bad to get an achievement is fine, but it shouldn't be so difficult that you would actually have to search for the way to do it. Hopefully this will be changed so either there is more crime or the objective is lowered.

i hope so to. i visited this forum cos i had been trying to get this for the past 4 days in my current city with a 90k population finally i gave up and decided start fresh luckily it worked just completed the acheivement 20 mins back so i thought this way might work for other people as well

Hard to achieve in a well established city.

Quite easy when starting a city with the intent of getting this achievement.

Dirt Roads, bare minimum commercial and Industrial, no services except fire station for Industry. If you don't get 40% + crime by the time the police station unlocks, then gradually remove work places.

Then hold your nerve for two years doing the bare minimum to keep your town occupied.


I also placed Wind Turbines close to housing to get the unpopular mayor achievement. When I needed to keep the population up during the 2 years of high crime I moved them one at a time to boost happiness but not decrease crime.
