Anyone been able to unlock the court house? Need to have 50% crime rate. I just can't seem to get it above 25%.

Even with a city of 85,000 people and all police shut down, it stays at around 20 %.

I believe citizen happiness is part of the crime rate formulae. You need to make them unhappy.

I think you have to shut down all basic services - schools, parks, hospitals, the lot. Then you should see results. Mind, do save the game first, it might not be recoverable. :p

I did that. Turned down all the budget to minimum, and still not above 23%. All though, turning down everything only takes it down to 50% I think it is. But starting to destroy all or shutdown all parks, police, etc will take forever in my 85,000 city.

There is probably something wrong about the simulation with crime. I tried with a smaller city with not many educated, raised taxes so people would be unhappy. No police. No effect really. And it seems that the icons that appears for high crime is over parks and commercial. No citizens seems to complain about it.

I guess it makes the game easier not having to worry that much about crime, but sucks when you can't achieve it for some of the stuff that is needed to unlock stuff for the game.

I've seen several streamers have cities outright fail while attempting to get this.

Pretty silly, crime needs to be more of an issue or it needs to be opened up in the API so that I can modify it myself.

If you really want to increase the crime you need to:

1: Increase unemployment (Do this by deleting large portions of industry, commercial, and offices)
2: Maximize taxes
3: Shut down all schools and police stations

It will still take a while, fully educated sims never commit crime so you need to wait for a new generation to grow in.

Same problem here, but i have 270k city and it's very bouring shut down all services, but when i do they just leave the city and the city broken. I already try this 3 times and get 25% max. I really want this achieve :(

Let's be honesty, they need change this 50% to 4~8% crime rate to unlock court house... This requirement makes no sense...

While true that the 50% crime rate is not realistic it's something to work for I personally did it and found out that unhappiness and unemployment have effect on the crime rate and since the buildings unlock for all your cities you can start work on it in a small city.

I don't see why the developers assume that educated people don't commit crimes. Look at the crooks with all the power in this country (politicians, bankers, lawyers) and you'll find they all have something in common: a college education. White collar crime should be a thing! Or how about an organized crime mod? Citizens cheating on their taxes? There's so much you could do with crime.

did it

before this achievement i had city of 170000 pop. and 12000000 of money. now i have pop of 2500 and -2000000. i did this by increasing all taxes to 29%, swiching off all police stations, cut budgeting to minimum on water electricity school transport hospital rubish...on everything, on policies tick on no pets and no smoking, raised taxes on lowhi rezidence comercial office. with this configuration i had 64% crime rate. problem with this u have to hold 50%crime rate for 5 weeks, many times my populations got wiped out before reaching 5 weeks, or on last week due to low population (<1500) crime rate decreases below 50%mark and fail. u got to balance crime rate before wipeout, keep it about 58%, what i did was some times i enabled water supply and power for very short durations. hope this helps

And there's this tip too from another thread on parks.

Whilst you can use parks and bulldoze the roads there is an issue where police etc can't get to them, making them a crime hotspot.

I did this real fast. Build a new city. Keep it on fast to get your population up fast. Get to 1500 maybe and then just dezone all commercial and industry.

You'll get to 50%+ in no time. Keep in mind it's not instant. You need to keep it above 50% for several minutes.


Also once you unlock the courthouse, save that map. The first time I unlocked it I just quit the game and it was not unlocked.

Interesting tips here, I didn't even think about the courthouse, just thought about getting the achievement, so I took my 110k city and deleted all police-buildings. Crime went to mighty ... 19%, happiness dropped from 99% to ... well 98%. After that I thought, force them into a life of crime and drastically raised taxes. Crime went to mighty ... 20%, happiness dropped from 98% to ... 97%, but people started leaving the city en masse.

Tried that (110k city), my crime rate climbed to 41% before it started dropping again, due to all the people leaving^^
