Does anyone else think this does absolutely nothing?
I have a a large capital world (ecumenopolis with 250 pops) and lots of unemployment.
Ever so often a criminal underworld forms from all the unemployment but within not even a month's time it is shut down since my overall crime is still at 0.
Should there be a longer delay before you can shut them down? Because right now it is just annoying since I get the same irrelevant event message on regular basis.
