Probably.
There are a few other modifiers that are rather useless because of the way they've been implemented.
Leader recruitment cost reduction modifiers for example are applied additively with the (potentially huge) empire size modifier, meaning they don't scale into the late game at all.
In their current implementation they might as well be presented as an absolute cost reduction in energy, rather than a % reduction from base; that would at least make it obvious how worthless of a bonus it is.
e.g. "-50 energy leader recruitment cost" is functionally identical to "-25% leader recruitment cost" because base cost is always 200 energy.
