So (see screenshot), relative crime reductions seem to be calculated after crime fighting has taken place. is this the case and if yes, shouldn't These modifiers apply before crime fighting (thus reducing the effort needed to decrease to 0 instead of reducing the residue)?

There are a few other modifiers that are rather useless because of the way they've been implemented.

Leader recruitment cost reduction modifiers for example are applied additively with the (potentially huge) empire size modifier, meaning they don't scale into the late game at all.
In their current implementation they might as well be presented as an absolute cost reduction in energy, rather than a % reduction from base; that would at least make it obvious how worthless of a bonus it is.
e.g. "-50 energy leader recruitment cost" is functionally identical to "-25% leader recruitment cost" because base cost is always 200 energy.

I also think crime would be better if enforcers multiplied it with a diminishing percentage instead of the current situation of 50% crime being solved by 50% law enforcement.
