Creating Vassals

Sometimes, when I have cores for a nation that does not exist within my empire, I can create it as a Vassal.
Sometimes, when I have cores for a nation that does not exist within my empire, I can not create it as a Vassal.

What gives?

1) That province must also have the same culture as the country you want to release. If you were to convert all of Ireland to english culture, you would not be able to release the Irish minors even if they had cores there.

2) You cannot release any vassals while at war.
