I'm playing a game as France right now, and have liberated :) some territory from Austria and assorted bloated German minors. I don't want the territory (I'm trying to be a relatively good boy), so I tried to set free several vassals. Everything went fine when I set free Baden, Wurtemburg, Milan, and the Teutonic Order from Austria. However, in the following war I gained Mainz, Wurzburg, Koln, and Hessen. While I was able to set Cologne and Hessen free, the option to set Mainz and Wurzburg free wasn't there. However, I can still set free all of my other potential vassals (Burgundy, Brittany, Guyenne, Strassbourg, Provence, etc.).

What's going on here?

This has happened to me aswell. A lot of other nations can't be realeased as vassals, Byzantium comes to mind. I think it has something to do with those nations not having a particularlly strong national cohesion after they have been annexed. For example, Mainz is more or less meant to be absorbed into The Palatinat.

I'm not sure about that. Though something else I wish to ask too is whether there is a way to control what provinces a vassal actually consists of? i.e. I play brandenburg, conquer prussia seeking to set it free again, and then can't release it unless I give up Brandenburg and Kursten. Is there any way I just release Prussia?

If not is this something this scenario editor can be used to tweak?

Interesting point, but I do know that Mainz and Wurzburg are revolters. This could be very annoying, you know, for the purposes I had in this game...

Perhaps I should also ask if there's a limit to how many vassals you can have? I'm not sure how many I had, but here's who I can think of off the top of my head: Lorraine, Luxembourg, Helvetia, Milan, Baden, Wurtemburg, Hessen, TO, and Cologne. I'm pretty sure that's all of them. Anyway, if there is a limit, I'm probably pretty close. Not that it would explain my problem, since I could set free different vassals.

There should be no limit to amnt. of revolters, and (this one I am sure about) you can edit the revolt.txt to liberate any defined nation.

I had conquered the province of Granada from Spain and at one point had the choice of setting them free as a vassal. But I wanted to wait a bit...and the next time I went to go free them...their listing was missing.......how come that happened?

"The" file (revolters.txt) also contains the range of dates during which a particular country can emerge or be freed as a vassal. It prevents certain nations from appearing either ridiculously early or late. Imagine an independent, Muslim Granada emerging by revolt in Catholic Spain in 1800.......

The Prussia problem is because the Prussia revolter is really set up to be the Kingdom of Prussia, following the union with Brandenburg.

I would recommend changing the Prusia revolt.txt entry to only include Prussia and Memel, and extending the life of the Brandenburg revolter to the end of the game.

For anyone out there who doesn't know how to do this himself (or doesn't want to be bothered), here's the relevant lines from my revolt.txt:
Code:
BRA = {
        date = { day = 1 month = january year = 1419 }
        expirydate = { day = 31 month = december year = 1820 }
        minimum = { 312 313 }   # Brandenburg, Kustrin
        extra = { 302 311 }     # Hinterpommern, Magdeburg
        capital = 312           # Brandenburg
        group = latin
        ai = "Prussia.ai"
        }
PRU = {
        date = { day = 1 month = january year = 1419 }
        expirydate = { day = 31 month = december year = 1820 }
        minimum = { 290 289 }   # Prussia, Memel
        extra = { 301 }         # Danzig
        capital = 290           # Prussia
        group = latin
        ai = "Prussia.ai"
        }
