Creating the HRE After Forming Rome

So I was playing CK2 and having the luckiest game ever. I was able to form the Roman Empire with one Byzantine Emperor very quickly. However, I wanted to see if I could switch characters to form the HRE after forming Rome so I could have a rival. However, I soon realized that you cannot make the HRE after someone forms Rome. You can't even use console commands to give it to someone. I was wondering if there was a way to edit the save file in order to give the HRE title to the Emperor of Germania even when Rome exist. Any help is appreciated.

Open Crusader Kings II/decisions/realm_decisions.txt in your favourite plain-text-editor, find the form_the_hre_early decision and comment out the line that reads: NOT = { has_global_flag = rome_restored }

Open Crusader Kings II/decisions/realm_decisions.txt in your favourite plain-text-editor, find the form_the_hre_early decision and comment out the line that reads: NOT = { has_global_flag = rome_restored }

So doing that brought back the "Form HRE" button, but clicking it does nothing. It also doesn't show any of the conditions when you do it.

EDIT: Completely deleting the line worked well
