You can with console commands. Otherwise, no. I think it's an oversight. I see no reason why an emperor couldn't give "kingdom" sized administrative control to a republic. I personally use console commands to do so.

Well, having king level city vassals is only a good idea if you want to make a lot of money, but he will have a -30 malus against you due to your government type. If your vassals are misbehaving too much find the reason in their opinion box and solve them, making the serene doge will make it worse when the person you give the title to is replaced by their successor and their "+ gave king title" opinion bonus goes away.
The Serene Doge went independent and won't join my Empire when I used the console commands. I tried 'give_title <title-id> <char-id>' and 'titleowner <title-id> <char-id>, both with no luck.

Invite claimant to a foreign kingdom, grant him a city, press the claim. He will remain your vassal because he is already your vassal major, and he will become a doge because town was the first title he got.

Pushing claims isn't gamey, it's converting those nobles into mayors and THEN pushing claims so that the result will be a republic that's gamey. Forming republics by giving away your own titles is fine.
Also, you're wrong about him remaining your vassal. He'll only remain your vassal if you are the de jure liege of said kingdom, he is of your dynasty, or he is already a serene doge. Otherwise you just gave away a city and somehow turned a kingdom into a republic, but still outside your control.
if hes your vassal hell remain your vassal as long as you dont push a claim for a higher or similar tier title. so emperor pressing kingdom claim after you gave him a city will result in a vassal, a king doing the same thing will result in an independent kingdom.
