I overran a defensive pact of most of India, including the Followers of Arjuna, in a holy war as Persian Emperor over the weekend. The trick if you're basically landlocked as I was is to marshal a decent size stack of retinues in a border province with good local levies close by (belonging to the Shahs of Baluchistan and the northern half of Sindh in my case) before issuing your war declaration, then storm the border immediately while you get your core forces moving. If you can deploy by sea, do that instead, and don't be afraid to retreat to the ships and reposition.
The enemy outnumbered what I deployed to capture Sauvira by almost two to one, but because AI they came in as dribs and drabs and I was able to use my more concentrated forces to squash them piecemeal. It also pays major dividends to have at least one commander with Siege Leader or Architect (my 70-year-old Lunatic emperor in this case, which was interesting by itself): Assault the castles and then you can quickly siege down any cities or temples. War was over in about a year.
So, essentially what I'm saying is, beating a pact at high threat is possible, you just need to shift your tactics a little.
