Creating Roman Empire, Does Not Register I have Conquered Tunise.

I am not sure what I am doing wrong but I am trying to create the Roman Empire and I am failing. I have conquered all of the duchy of Tunise but on the checklist for creating the empire there is only an X. I have conquered everywhere else and have check marks for every other duchy but this one is not working.

There is probably still a barony in one of the counties that is not under your control.
