Creating new units using the scenario editor

I need a little instruction please. I've tried creating new units via the scenario editor, but when I load the game up they have no statistics or organization. I tried letting the game run for a few days to see if it would change but it didn't.

Here's what I've been doing: I load up the editor and go to Germany's OOB. I click new division and make a panzer division. Then I edit the current and maximum strengths (this part seems to work ok) and the experience. I don't attempt to make units that I have not researched, as I realize this requires additional steps.

The scenario editor doesn't really work. You're better off using an improved notepad-like tool - Notepad++, for example - and making your changes in there.
