This may be a stupid question, and it it is please forgive me, but how does the programme know which nation gets which monarchs/leaders?

If you bring up Windows Explorer and look in EU's db files under leaders or monarchs, you'll find a bunch of files that you can open with Wordpad, each with a different three letter long tag, like monarchs.BYZ for the Byzantines or leaders.BUR for Burgundy. The game uses these files for reference, and you can edit them if you like.
