Creating HRE

I am playing Austria. I passed the reform in which you make all of them vassals, and obviously some of them have denied it, generating a CB. Nevertheless I believe I can very easily pass the next reform, to form HRE. The question is: If I form HRE, all those rejecting countries, will join the final HRE OR NOT?

No. Anyone who rejected the previous reform has left the HRE permanently.

I noticed all of them left the HRE... So I imagine the answer is no. So now is like they were out of the HRE, and I have to annex them as usual no? I mean Having that CB, PU or similar will not appear as a result of the peace right?
