How do you create a new CoT? And can you decide what year it shall be created in?

You can create a CoT from the start of the scenario by definining it in the scenario definition. You can also create a CoT in a specific province at a specific year by using an event:

	random = no
	province = xxx #The country owning this province gets the event
	name = "A new trade center"
	desc = "A new trade center forms in xxx."
	style = 2

	date = { day = 1 month = january year = 1559 } #The date of the event
	offset = 0

		command = { type = cot which = xxx } #Where xxx is the province number
