Creating bishopric gives less piety than indicated

When you are creating a bishopric, you get a tooltip for each county saying how much piety you'll get for making it a bishopric. However, the actual piety you get is much less. I've seen the tooltip indicate almost 300 piety but got only about 200 when creating that bishopric.

and making an archbishopric from a bishopric should also give extra piety, which it doesn't does, a pitty

I had a low piety and no courtiers with ecclesial education. So I thought, lets give some province to my uncle, the archbishop of Almeria. Surely the Pope would be happy about that. Indeed a pitty, no piety.
