Creating a whole new map

I am scraching my head for quite a long time now on something.

How to create an all new map for HoI2 ?

I got how to mod one, but I really wish to create a new one, to see what I could do for the ACW mod...

I also searched for it a lot on internet, but the lack of a "search" option on this forum make it not easy.

Is there anyone who already did something like that before ?
