Creating a new country?

What files do I have to change if I want to create a new country, to be created through an event during gameplay?

Where do I put those files?
How do I create Leaders, ministers, tech team?
How do I give the country provinces?
(This is also a question for already existing Croatia; how do I change what provinces Germany shall hand over to the new state of Croatia?)

I am quite new to this so I am very happy for all help I can get!

I wish I knew as well. Apparently they forgot to put Burma in the game and I'm trying to force the UK to fracture with the capture of the British Isles.
