Creating a Democrazy

Hello all, just a quick question for you:

what reforms are needed to create a democrazy? Monarchs and dictators are all very well but I like a bit of variety every now and again.

(1) Allow Jacobin rebels to break your nation when playing a HM's government.
(2) Pass poltiical reforms that allow voting or appointed UH as a dictatorship.

You can't reform your way to democracy as a monarchy -- Jacobin rebels have to take care of that for you.

Be a Dictatorship: get the event for an appointed upperhouse--I think it's caused by liberal pops. Turn on voting...which is nearly 100% wanted.
