How does this mechanic work when combined with humanist modifiers? I'm assuming they don't mix well with the +heathen/heretic modifiers.
So if my assumption is correct it seems that a good option for Hungary would be to go for decisions that will give a negative modifier to heretics: Pass Blasphemy Act, Pass Conventicle Act, Pass Test Act(non-catholic), and not worry about getting humanist and religious.
Possibly a good option would be to switch to a merchant republic for a way to get plutocratic for the unrest bonus. If aristocratic and plutocratic could be both taken then noble instead.
