Create more restrictions on the placement of CoRs

It's a good start for Paradox to require at least 10 development for a Center of Refermation to
appear there, but I believe there should be other restrictions as well. Not a lot, but enough to
stop something like this from happening:

To stop this all Pdx would have to do is restrict CoRs to one per region, at least to prevent
something like this; for this particular game, every province in the picture that's catholic became reformed. From a game play balance perspective this is bad because it creates a hug box of reformed countries which won't attack each other. (eg. Friesland and Gelre were never attacked for being heretics, so their CoRs spread reformed to all of the low countries and rheinland.)

I see where you're coming from, but I don't actually agree that there's a problem here.

On the one hand: Calvinist hugbox. On the other: Calvinism ends up being quite geographically dense because the CoRs are all right next to each other, so they don't have many friends outside the region. On the third hand: the really awkward bit is that two of the CoRs belong to a Calvinist country, but aren't that country's capital, which complicates life for anyone trying to shut down the CoRs.
