Fabricate Hook is probably what you want. Depending on the hook, you might be able to expose the secret and if the secret makes him a criminal, then yes, arrest is possible.

But at that point it would be easier to unlock abduction and just take him in like that.

I am pretty sure that Fabricate Hook only creates a hook, but no actual secret UNLESS there already exists a secret, in which case you may learn it and get the hook from that real secret. But if you're trying to Fabricate on a goody-goody with no secrets you don't get some fake secret you can then choose to either expose or blackmail with.

Example: I tried to Fabricate a Hook on my cousin. I succeeded and the game told me "hey, turns out she's a Deviant, just tell her you know" and awarded me a hook. In the Hooks & Secrets screen I could see that I had a strong hook on her and the reason was listed as her Deviant secret. But at no point was I allowed to expose that secret, because the fabrication process was equivalent to me having blackmailed her over it, and you can't expose a secret you've used for blackmail.

When I've succeeded at Fabricating on a person with no secrets, I've always gotten some vague hook description like "threatened," with no actual secret attached to it.

So if you just want to force someone into accepting arrrest, Fabricate will get you a hook to do that, but if you want to EXPOSE them as a criminal to avoid tyranny from punishing an upright citizen, Fabricate will NOT do that for you. You have to find some real dirt on them. At least, that's my experience.

Or abducting them... Hooks can be helpful as they increase your chance of imprisonment with a weak hook or a strong hook. Denouncing kinsmen is also a way to imprison them.

Question: who are you trying to specifically imprison and why?

If witchcraft isn't accepted by the target's faith you can convert them to witchcraft then expose the resulting secret. Also, for some faiths refusing a demand to convert is criminal, so you could imprison without tyranny if they refuse.

Frankly though, tyranny is just a currency like piety and prestige, don't be afraid to absorb a bit of it if the action that gives it to you is worthwhile. If a random guest with 1000+ gold wanders into my court, I'm definitely going to recruit them to my court and immediately imprison them/banish them for the gold because that amount is worth a lot more than the little tyranny I'll get.

This is true but there are def times when you'd get an uprising of half your empire if you try to tyrannically revoke a title, say, at which point having a criminal secret to expose becomes mighty handy

20 tyranny won't kill you. Having tyranny over 70 is when you must worry. Revoking titles from a vassal with a fair claim is something that can cause a revolt from other vasssals mainly when they have a super bad opinion of you. But if you first denounce the vassal and fail to imprison the vassal, only one vassal will revolt, instead of multiple vassals revolting. This is why it's better having kinsmen as vassals, instead of having random dynasty members. The only reason for revoking a title from a kinsman shoulld be when they do a stupid marriage, such as marrying his daugthers outside of the dynasty or when the female vassal fornicates or commits adultery with a random person outside the dyansty.
