Sometimes, game designers and modders choose to fix something that wasn´t broken in the first place. And that´s exactly what you did in this version of EMF.
In CK2, kingdoms are terrible. Instead of kingdoms developing gradually, they are created immediately out of nowhere. Hungarians come to Carpathian Basin (30 years earlier, may I add), conquer part of it and immediately create a kingdom, more than 100 years before it really happened. Bohemia isn´t slowly created by Přemyslid dynasty, it is already there, ready to be created by someone who controlls enough of it. There are also titular titles, completely out of their time. Trinacria in 11th century, Great Moravia in 14th and so on.
Since Charlemagne DLC, there was a way to do it differently. Instead of going for those pre-designed kingdoms, you create your own. Of coure, not everyone can do it. You need to either have 3 duchies or realm size of 35, lots of prestige and lots of gold. Only then can you rise and become a king. But even after that, if there are kings who claim your land to be theirs, you have to defend it until their claim is no longer valid.
This leads to many possibilities. Especially with HIP, you can create many interesting kingdoms (for example Dalmatia, on shores of Croatia). Well, at least it used to.
In new version of EMF, you have to have 3 duchies AND 50 holdings. Just to put it to perspective, Hungary has 9 duchies. If we took 4 eastern duchies (13 counties) and built holding in every spot, only then we would have exactly 50 holdings, which are minimum of making your own titular (!) kingdom. Meanwhile there are lots of small (Bosnia, Castille, Leon, Navarra, Aragon) and titular (Trinacria, Great Moravia) kingdoms that you can create really easily.
So, please, tell me what is logic behind this change, because all it does is making the game terrible for people like me, who like to create smaller custom kingdoms and not get absurdly huge. And no, being a duke forever is really not a solution, because playing as duke is really boring for many people. I really can´t come up with anything that would require changing this, or why it shouldn´t be reversed back to 3 duchies or 35 holdings (or even 50, but let us choose).
And if your solution is: You can just change it. Well, I tried. iI changed it to 20 in emf_empire_decisions.txt, yet when I play the game, I still need 50 holdings. Not to mention that "mod it" is never a proper response to suggestion.
