TL;DR: Diplomatic option 'Upgrade to Merchant Republic' for a lord mayor, creating a titular duchy. OR just a decision to create a custom titular duchy (for a vassal, or for yourself if count).

Sometimes you have like only one coastal county that you don't want to keep in your demesne anyway. And oftentimes you can't grant more than one county out of your real to a republic because of the percentage limit anyway.

It isn't really optimal to give such a single county to a mayor along with a true blue de iure ducal title (based in an inland duchy somewhere in your realm to boot).

At this point you desperately want a titular duchy to give to that burgher.

I believe in enabling a broad spectrum of actions as long as the actor has the power to carry them out and can pay the price. So for example how about:

— you create that duchy, take a prestige hit for inflation of noble titles (sort of like selling them to burghers for money), the new duke takes a prestige hit, real dukes are upset, but the duchy does spawn and is indeed grantable

— you can't create just about any number of any titular duchies you want for your vassals (e.g. upgrading your counts so they would start generating tech points and getting better marriages), but you get a 'create republic' diplomatic option to use on a count-level mayor. Or call it 'upgrade to Merchant Republic'.

I agree that this should be an option. In my empire of scandinavia game I just conquered Greece in a great holy war and I wanted to split it between 4 dukes but I couldn't because the Byzantine empire was sill at war so I couldn't usurp most of the greek duchies. If I could somehow create titular duchies I would have been able to do it. I could have created other available duchies elsewhere in my realm and just given those to a new count created in greece but it seemed kinda stupid to have the duke of valois only holding territory in Greece.

If you control an entire duchy, you should be able to usurp it if the current owner is at war with a 3rd party.

Socotro(sp) the titular duchy in the 769 start shows it can work.

I'd rather drift be enabled for counties and then custom duchies be enabled in the manor kingdoms and empires are - not that I think this would happen.

Either way, I'd like to see custom duchies. There are some very neat county-level CoA's out there that I'd love to advance to the ducal, then kingdom, then empire level.
