create culture's primary nation cores after certain date

at around 1600 you cant release any greek countries because all the cores dissapeared, same goes for irish minors.
My idea is to add cores of Greece and Ireland (there are other regions like arabia and tuscany where this is a problem as well, but ireland and greece are the worst examples) to those cultures after 1600 to allow me to release some more stuff from the ottomans and england

I'm fairly certain, ie 100% that there is an event like that for greece. As in, I've spent a decade forcing the Turk into submission, and then releasing greece.

Indeed, we already have this for Greek; if any province in greece_region with Greek culture belongs to foreigners with ADM 20 or higher, and neither Greece nor Byzantium exist, then with MttH 120 months:

• Greek cores are added to all provinces in greece_region, regardless of culture.
• Province #1853 (Kastoria / Kesriye) is converted to Greek culture if it isn't already Greek (and gains 2% decaying unrest if its owner isn't Greek or Pontic)
  
• Any lingering Byzantine cores are erased from the map.

Similar events for, say, Irish would be entirely reasonable.
