I am playing as Germany and fighting Canada & USA in South East Canada.
But my reinforcement costs are unpredictable and sometimes downright ridonculous. (Like ridiculous, but a stronger word)
I kid you not, here is not exaggerated in any way:
Streak one: Day one: 40 D2: 140 D3: 72
Streak two: D1: 35 D2: 184 D3: 120 D4: 54

The overall combat amounts are the same, I'm not putting any massive and beat up fleets into port or anything. Why is this happening? And how can I stop it from gobbling up a third of my IC up from a twentieth the day before?

Its probably fluctuating because units in combat can't be reinforced, therefore the amount you spend on reinforcement goes up and down depending on what divisions are in battle at midnight. Supply fluctuations can also do this since out of supply units don't reinforce.
