Firstly please opt into the beta update, in the Steam betas tab for this game.

If that doesn't help, update your nVidia driver to the new one that came out yesterday.

AND if you have a dual video setup in this computer, try this workaround:

[BUG] Game runs on the integrated GPU (AMD) instead of using the dedicated one :: Age of Wonders 4 Bug Reports

Low FPS made me check and HWinfo reports that the game is using the GPU integrated on the 5 7600X CPU instead of using my 5700 XT GPU. Before anyone asks: drivers are up to date.
