Crash on startup

Game was working fine before

i changed the game to windowed mode with a smaller resolution, game then starts constantly crashing on startup.

what i have done: changed settings back to normal
uninstalled game and deleted all ck2 related files
reinstalled game, problem persists

what do?

"all related files" includes everything under both Steam/ck2 and documents/ck2? Because changing to windowed mode can't possibly have changed anything anywhere else.
