I was playing on an older prison with the cleared for transfer DLC for about 30 minutes when it crashed.

That's actually a dump file, not a log, and I cannot read it - only the devs can!
Does a new prison start and run okay?
DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
Please send in the game log C:\Users\<UserName>\AppData\Local\Introversion\Prison Architect\debug.txt
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

This is very likely a problem from mods that have not been updated to work with the new game patch yet.
Please unsubscribe from all mods in the Steam Workshop for this game, and delete the folder
C:\Users\<UserName>\AppData\Local\Introversion\Prison Architect\mods\
That may or may not help a prison that's already been affected by the mods, but should stop it happening again.
Then you can start subscribing to mods again, but only ones that have been updated since the patch.
