I'm installing Stellaris on a loaner laptop running Windows 7. After clicking 'Play' on the launcher, the music starts but then the application either hangs (in fullscreen, which crashes if I bring up the task manager) or crashes (in windowed or borderless). I've never successfully run it on this computer.

I've done the whole checklist in the "known issues and solutions" sticky, run the game and steam as administrator, tried windowed mode, checked that there's nothing getting blocked by my antivirus (and added it to the exclusion list anyway), re-downloaded and re-installed, checked the integrity of my files, and reinstalled/repaired the VC++ Redistributables and DirectX End-user runtimes.

any suggestions as to what to try next? I can do without Stellaris until my usual machine gets repaired, but as you might imagine - I'd rather not!

No obvious problems evident in those files; although the game is not supported on Intel video systems that would normally only make it run slow, not crash. Because it's Windows 7 we don't get any crash data in dxdiag.

If you exit the Steam app entirely then run stellaris.exe directly from File Explorer, do you see any Windows error when it crashes?

Our similar game Crusader kings 2 is free to play onSteam now, does it have a similar problem?

After some research, and a conversation with the laptop's primary caretaker, I believe that the problem may be insurmountable for this particular machine. Thank you for your assistance!

For the curious, it appears that this system (Dell Precision M2800) has both the integrated Intel & additional AMD graphics systems, and they are switched between them and also yoked together with some system I don't understand (but if I try disabling either one of them in the device driver, I get complaints about something being unable to create a video device). Also Dell's done that thing that they do where the vanilla drivers for the graphics card won't work unless there's some Dell-specific magic applied, and they stop keeping those Dell-specific drivers updated after a few years, so the newest drivers that are easily available aren't very new. It's possible I can do the right kind of gymnastics to either force it to the Intel graphics or magic up a dell-laptop-appropriate version of the more recent AMD drivers but I expect that by the time I got it solved I'd have my regular machine back from getting repairs, so I'm satisfied with leaving this one alone.
