Crash from unexpected Runtime error - resolved in an undesirable way

I couldn't get CK2 to run on my new computer (just got it today) until I deleted the GFX folder in my documents. Game kept crashing at Loading Flags with an error saying the crash was due to an unusual runtime error. If I verify the integrity of my game cache, won't this problem come back up? I attached my computer's dxdiag to this.View attachment DxDiag.txt

No it won't, because that folder does not come down from Steam. It is created when the game runs, if it's not there already.
