In my Hessen game, I flipped protestant, rivaled Munster, got an event that gave me 75 spy network in their lands.
When I got to fabricate a claim, the tooltip gives the spiel about coring, not fabricating a claim. When I clicked to actually do it, the claim was created like normal.
