Does it matter which option I choose? I always pick the top one because, you know, "I am the State" sounds awesome and reminds me of Star Wars "I am the Senate." But anyways, the second option seems better for lower revolts, and since it also increases autonomy you should be able to lower it afterwards for more absolutism gain, but I'm not sure if it would have a separate outcome (and yes, I understand I need to be at 65 or above at the end).

I always pick "I am the State". Nearly every other decision to raise Absolutism comes with rebels attached, so it's nice to get a "free" five.

Just remember to stack Unrest modifiers: Humanist, Theologian and Despotic Monarchy are the main ones you can have access to.

I decided to choose the other option this time to see how it worked. Turned out fine. A bit less revolts but not too much of a difference. Lowered autonomy in all provinces without separatists. At 87 Absolutism now. Will continue to harsh treatment rebellions and should get to 100 in no time. Time to go pounding on the Ottomans again

It helped that I was Byzantium, had ridiculously high TotF and the Icon of Elusa active so I could afford to eat the effects, especially if I wasn't expanding much at the time. Don't be afraid of unrest.

Personally I like the second option better, I unless end up with massive national unrest in my campaigns (annex too fast and too much war exhaustion, even with the Humanist ideas I struggle, guess I'm a greedy guy).

imo there is very little difference between the two (one gives extra starting absolutism, while the other less unrest.
they should give different events between those two to give some incentive to pick between the two option.

Especially given I often have max absolutism already when triggering C&C, the second option is just better. The RP value of the first one is fun though, and by that point my armies can usually stomp rebels so easily it doesn't matter much
