Don't know if they've been reported yet or not (scanned a couple of pages of topics and didn't see anything), but here's a couple I've found:

1) Playing a GC as Ottomans. All other "great" nations are as defaulted at startup (i.e. no replacement "great" nation in play). Moscow's playing the heavy in northern Russia in this timeline, reducing Novgorod to a one (perhaps two, I can't tell because of TI) province weakling. Novgorod province revolted and was caputured by peasants. That happened about 50 years ago, it seems (I've played to 1477). I look at Novgorod and it still says "Owned by Novgorod, Controlled by Rebel Scum", complete with red and black flag flying. Other than that, nothing is happening with Novgorod. No breakaway provinces and more importantly, no breaking of the government, so Novgorod has been perpetually run by Rebel Scum. No one attacks it, and I think I can recall only one incident where Novgorod fulfilled an alliance obligation and declared war, but no one came for it.

2) Tried out a HO Napoleon campaign as Zimbabwe and noticed that the CoT for places like Utah was Bombay. Seems rather silly, considering Mexico City is considerably closer. Also, did Russia really possess the northwest coast of NA all the way down to present day Seattle? Not to mention, those provinces also have a CoT half a world away in western Russia, rather than someplace closer.

Government falls and independence require a random check. I don't know if it's been changed in EU2, but EU only checked when the province fell. If it fell, nothing happened, and the rebels marched off somewhere to be killed then Novogorod might stay in this state forever.

Did Russia do the colonization during the game, or was it set up this way?

Some provinces occasionaly make wacky choices for their centers of trade. I'm not sure if anything has been done about it. It is a bug, though.

That's the way they started out.

As for the Novgorod thing, is there any sort of fix or workaround being considered? It would seem damn silly that if Moscow ever formed Russia and you progressed the game to 1800 that there would be the great nation of Russia from the Baltic to the Pacific, except for this small pocket of Novgorod, "Owned by Novgorod, Controlled by Rebel Scum". :)

I don't know, this used to be one of the ways to prevent Holland forming, let them rebel, don't attack them, and if the initial check fails, leave them as rebels for 80 years until the Edict of Tolerance.

It should be checked more frequently, but I don't know if it was changed (would appear not from your and other reports) or if there are plans.

Will get back when I have more info.

If you have the save game where Novgorod is rebel owned, you should try to see if there is another non-rebl owned province hidden in the TI. Either use the columbus cheat or simply look in the save game and see. if Novgord has a second province not in revolt, then this is not an independence bug, per se, but rather an bug in dealing with revolts (i.e. Novgorod is too daft to send an army to reconquer its capital, even though the rebels may have died in a battle vs. someone else long ago).
