I'm not sure what the priorities are after Origins, but I wanted to note a few issues beyond mere bugs that I think are hampering playing in the Andes.
- First, an actual bug, in that the Machu Picchu event (flavor_inc.5) doesn't seem to be upgrading the monument properly. I've filed a bug report for this.
- Next, the Huacas and Royal Temple event (flavor_inc.6). This rewards you with among other things 15 government reform progress. But the Mesoamerican religions have government reforms disabled, and once you reform your religion, your reform progress is in effect overwritten by whomever you're reforming off, making that part of the reward pointless. I think either the event needs redesigned or how the Meso religions interact with reform progress needs rethinked.
- A review of the monuments that add Yearly Authority. Specifically:
Starting as Cuzco in 1444, I'm a few years out from my final reform, and my cash has never reached 1000 gold to build the Quito or Pacajes monuments to get an additional +0.1 Yearly Authority. In short, by the time you have the economy to build these, you no longer need them. I'll still probably build Pacajes because Missionary Strength (and missionaries) are sorely needed for American religions, but Quito will likely go untouched until late game, if even. For Nahuatl players the Tenochtitlan monument has a similar issue of one of its benefits being useless after reforming, but it starts at tier 2 and is quickly upgraded to tier 3, meaning you can tangibly benefit from what it has to offer at the time you need to. No such early ramp up is possible in the Andes unless you want to bankrupt yourself, and even without them it's comparatively easy to have all your reforms done long before you can border a European nation, making the investment not worth it.
I definitely liked the idea of monuments to help native countries reform, but I think the Return on Investment for the Inti monuments don't pan out. Maybe the religions need a more general rethink, but I think even a tweak for these issues would be welcome.
