Wh are some countries listed with their full title on the map, such as "Holy Roman Empire," but England is just... England, rather than, say, "Kingdom of England?" I've tried changing the name to "Kingdom of England" to get it to appear that way on the map but then sometimes it is referred to as "Kingdom of Kingdom of England" or some such shenanigans. Same for Grand Republics, etc. The "Republic" is never mentioned on the game map.

Sorry if this has been asked before... I have a feeling it must have been after all this time but I searched and missed it probably.

That's because it is actually "Empire of the Holy Roman Empire". It is its full name. The "Empire" part is dropped because of its unique name, but that's how it actually works, if I'm not mistaken.

Actually, the relevant line is the 'short_name = yes' flag that the HRE, Byzantine Empire, etc. all have in landed_titles.txt.

The rules for how names of landed titles show up are that the localisation name of the title alone appears on the map and in the title of the ruler, whereas the culturally/governmentally appropriate localisation name for the title rank plus the name of the title itself appear in the tooltip.
So for 'k_england' the name 'England' would appear on the map and it's ruler (provided he is feudal) would be titled 'King charname of England', while the tooltip would show 'Kingdom of England'.

Certain titles in the game such as Holy Roman Empire, Byzantine Empire, Mongol Empire, and The Papacy have - as TheTeaMustFlow pointed out - the 'short_name' code line in their 'landed_titles.txt' entry which results in the '(title rank) of ' being dropped from their tooltip name. The map and ruler title versions of the name remain unchanged. The localisation name for 'e_hre' for instance is Holy Roman Empire.
If one were to remove the 'short_name = yes' line from 'e_hre' in 'landed_titles.txt', the map and ruler title versions of the name would show up the same, but the tooltip version would show up as 'Empire of Holy Roman Empire' as Lingvort stated. Doing the same thing to 'k_papal_states' would have its tooltip show 'Theocracy of The Papacy'.
