I have a game as Rome where my Emperor converted to Judaism (I'm not kidding. I still have the save if anyone wants to see.) Is it possible for me to change Rome to a Jewish Empire?

Yep, just edit the savegame. It'll take forever for you to convert your whole (or even the majority of) your country in the game, but it's not too hard to make the state religion into Judaism at least.
