In my current game (newest patch) Spain released Aragon as vassal. What is going on?
Also Novogorod is a big vassal of Muscovy. I had no vision (fog of war) to see that it was released, but it is big so I don't think it was vassalized another way

It's known bug. Countries exceed GC limit and decide to release vassals. Why do they conquer/integrate land in the first place - I don't know.
Devs are fixing it.

In my current game (newest patch) Spain released Aragon as vassal. What is going on?

Ai hasn't been given proper scripting of which vassals to release first. Aragon is fine, but novogorod has led people to ask for Russian principality to get more gov capacity when it could just be 'never release historical rivals

I imagine one way to bandaid this while the next patch doesn't come would be to give the AI virtually unlimited GC via difficulty modifiers, easily done through modding.
Was it actually confirmed to be a GC issue, 100%?

Yeah, it's all documented in the patch changelists.

It's a stopgap fix for countries ruining themselves by going way over GC. Unfortunately we'll be stuck with the bizarre side effects of the stopgap fix a while longer.

GC is a very small penalty and especially irrelevant for AIs that aren't blobbing like a player is. There is no reason for AIs to be releasing vassals.

I like the idea of countries releasing vassals at a certain threshold, but there has to be some kind of logic for which ones, if any, are released. It shouldn't be the biggest one possible that they just integrated. If anything it should be some place far away from the core. Be that culturally or geographically.

Haha true I guess, I could have said "hurting" instead "ruining".

On the other hand it doesn't take much to make an AI go from somewhat capable to utterly terrible. A bit too willing to take on inflation or corruption, a bit too eager with aggressive expansion or GC and it might completely tip the balance in the sense that a major power falls way behind and never reaches its potential.

Inflation and corruption, sure. GC is different. AIs don't get massive coalitions so AE and improve relations aren't significantly problematic except to stop further expansion. Core cost doesn't matter if you aren't coring new land. Stability cost and advisor cost is pretty minimal and the latter can just be downgraded. For all intents and purposes an AI over GC just needs to do nothing, which is what the AI is best at.

I think the problem isn’t mostly the AI’s decisions about releasing vassals, it’s the rest of how it reasons about GC. For example, integrating a vassal that will put you way over GC limit is a bad idea. Also it doesn’t prioritize GC buildings. But then again, the AI also typically has no money compared with the player so it’s a bit tricky. Russia and Spain releasing large vassals is still a step up from the last patch where they were constantly in enormous debt.

Novgorod is Muscovy's historical rival, there's no way this is a step up from being debt ridden. It prevents Muscovy from forming Russia in the first place, it seems to prefer releasing Novgorod over actually pressing the ''form Russia'' decision. Difficulty doesn't really change any of this either.

Hell, Muscovy releasing Novgorod happens more often on VH as they expand quicker without having the cop cap for it. As a solution give all countries like 100 or 200 more gov cap. Even that small amount tends to be enough to prevent most of the issues.

Giving extra gov capacity won't fix, as then the ai just expands even more

How about making vassals and releasing nations instead of conquering land when AI is close to 100% instead of releasing vassals after passing GC limit? I know, there will be issues after Iberian Wedding or Inheriting Burgundy, but this could be "fixed" with some additional, maybe temporal, modifier to GC after certain events.
