Countries love me, won't give access

Hi,

no mods,
HOI4 v1.0.0.19987.(8899)
I started as US and as soon as i had finished the "preventive intervention" focus i went to war. When i wanted to get access from either neighbours they wouldn't let me. See screenshot for details.

As you can see, in both cases, they love me. yet game says: opinion of us : 10

Is this a bug, or do I just not understand diplomacy right?

Not 10, but -10. See the Base Reluctance on the screenshot, which is -20. Your relations +10 then subtract the reluctance all countries have to granting military access -20. Total -10.

Try improving relations with them as +10 relations is pretty low. Giving them a Non-Aggression Pact might also help. Good luck
