The system for countries joining the HRE is not very transparent at the moment, leading to a lot of confusion. The conditions in which a country will join are not shown to the player in the game, you have to look for them on the wiki. Not only that, but the player is not even made aware that countries can join on their own. It's sort of a random thing that happens, until the player realizes he can do something about it (and then he has to look up the wiki page or forums to understand how).
I propose that instead, we use a more direct approach. Countries shouldn't be able to randomly join. They should be invited by the emperor. This could be done through a button together with other diplomatic actions such as offer alliance.
Then, as emperor, you can see for each country what modifiers affect their willingness to join, and the invitation can only be sent to countries with positive willingness.
As an extra feature, you could also make it so that when the emperor sends an invitation, an imperial incident is created for country X to join the empire. Then the princes will have a vote on it.
