I'm obviously missing something in reading the manual, as I can't figure out how to recruit counterspies. Can someone tell me how it's done?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Check the Intelligence tab, choose your own country. In the top right you should then have two choices; Send Spy and Counter Espionage. Click Send Spy to recruit a counterspy. Click Counter Espionage to use them.
