It is silly to call it the best game ever (it could only ever be that if someone goes back in time and removes Final Fantasy 7 from existence), so you're correct on that point.
The "citizens only exploit" isn't really an exploit though. It's just something you can do to give you an edge on your neighbours if you want to stay small and turtle for a while at the start of the game. With all citizens you have lots of research but little money/manpower. Eventually you have to expand and lose your research bonus or get eaten by a much larger and richer empire (as small states inevitably were in this time period).
Agreed, is a huge fave historic period.Quietly adding my first post to Paradox forums to show my commitment to Imperator. It's one of my favourite times in history, and maybe I'll ask some questions in the forums later to better understand Imperator. In preparation for release, I've been learning to play a bit of EU IV to get some idea of how Paradox games work.
