I'm playing as Reformed Pagan, Scandanavian Empire. I want to attack Catholic France but the pragmatists in my council are dragging their feet saying that we're currently busy fighting another war, even though that's not the case. More interestingly, when I try attacking Slavic Pagan Bohemia, they are OK with it and say we're not occupied with another war(Please see the attached images).
Anyone have any idea why they're acting like this?

My understanding is a check mark in this case is why the councilor is voting that position. So for the left one, the check marks are why they support not going to war, while for the right one the check marks are for why they don't support going to war.

For the first one, the reasoning why they don't want war is because they feel the enemy is too strong

For the second one, the territory is not part of your dejure territory or part of your culture group, so they don't want to go war
