While it's true that councils and Nomads don't really work that well, Nomads can pretty much ignore the council. Because:
1. You'll never have a problem with your nomad vassals. They all use mixed LC/HA units, crippling their potential strength against you before you even factor in the fact that the player will always have the best land in which to boost manpower further. Further, it's easy to blitz Nomads for warscore.
2. The same applies to Feudal/Tribal Vassals in terms of military strength. Once you get anywhere from 5k to 10k total Horde strength, you pretty much can wipe all but Holy Order stacks or a grouped up Abbasid/Byzzie force. After 20k and up, nothing in the game can beat you unless you mess up.
3. Favors are pretty much useless in a Nomad realm. There are no laws that are important to push for, unless you really really want to play nice with feudal vassals. I often play a little minigame with my council full of Khans of "what will happen with this vote and all these undecided positions?". Bounce up and down the obligations screen for a few hundred years.
If you really don't want to worry about the council, just request whatever needed council support before you give out land. Give it to your weakest clan. Rinse and repeat. All my councils are usually really good about letting me give out land. It only falls apart when you start accruing tyranny and everyone becomes a malcontent voter.
