Two issues:
1. The AI won't accept a no if the player declines a council position, so long as the player is the best choice it will ask again and again every few months, leaving the position open in the mean time.
Suggestion: The AI should automatically pick someone else as soon as it receives the declination.
2. The AI picks councilors in order, with no regard for whether a candidate would be more useful in another open position, e. g. it will pick someone with stewardship 30 and diplomacy 12 for chancellor even if the next best candidates have stewardship 2 and diplomacy 11.
Suggestion: Checking all possible combinations would probably take too much time, but after finding the best candidate for a particular position it could check whether the relevant attribute is the highest attribute of that character, if not check wether the position tied to the character's highest attibute is still open, and if so fill that position first. That should usually result in reasonable assignments.
