Ok I keep getting my council starting a faction for more council power almost every start I play when council is content and even people with high positive opinion are starting it and everybody including positive opinion sons are joining, is the a bug or is it suppose to happen?

I have noticed this as well. They keep starting that faction even when they are content.. I could of sworn they could not start or join factions when council is content..

I want to say it is a bug because it goes against what we were told.

So it's May now, three months later, I just got conclave and this bug is still happening. My council is content and I got factions popping up and changing size constantly, while at the same time in the council tooltip it clearly says this should not happen.

Seriously?

As for people with high positive opinions of the ruler starting/joining factions, AFAIK there's nothing that's supposed to prevent that.

The only faction will be to increase council power IIRC, which as has been said can be started if you have not empowered the council even while they're content, so they're not trying to oust you or your dynasty, just get more say in how the realm is ruled (so they can refuse to allow you to do sensible things like retake dejure land because they're a bunch of twats, mostly).

I don't disagree with you in general; I'm just saying that there's no tooltip or other documentation within the game that I know of that says that vassals with high opinions of you won't still join factions.

They have to be able to vote on wars otherwise they'll join any faction they damn well please. Took me a while to learn that with my Persian empire playthrough. But they're tamed after that, except when the council is discontent obviously.

I just realized this only only applies to council members, not any ordinary other vassals who are still free to form and join factions and the tooltip also says so ("council members will not be able to start or join factions...")

Councillors must be able to vote on War Declaration or they would be allowed to join factions any time

This. If you have councillors in your factions then it's because of this. It's not a bug.

As for people with high positive opinions of the ruler starting/joining factions, AFAIK there's nothing that's supposed to prevent that.

Pre-conclave, any vassal with an opinion of 80 or above automatically left factions. I don't know if this changed with the opinion rebalancing that happened with the Conclave patch. I imagine it did.

There's a pretty comprehensive page on it on the wiki, that details the factors that decide when vassals leave factions. Traits, dejure location, religion and culture are a few of the things that play into it.

High opinion vassals will still leave factions. I don't know if the thresholds are exactly the same as they used to be but in my experience it does happen. The differences are that it's now more difficult to make vassals happy and favours can be used to bypass this for factions (note that spymaster action could always be used to force others into factions regardless of opinion, and remains).

Also, don't forget that you can just capitulate to the raise council power faction. All it will do is allow council to vote on an extra thing. It has much less impact than the old lower crown authority faction and I regularly capitulated to those if I wasn't trying to get up to Primogeniture or something like that. It's only if you're aiming for Imperial Administration that these factions become really annoying, but even then it'll put you back only ten years (as opposed to a generation for the old crown authority).
